REVISION OF THE GENDER DATABASE

Statistics Portugal presents in its Portal the Gender Dossier, composed of indicators disaggregated by sex in ten domains. To provide a more comprehensive portrait of the situation of women and men in Portugal from the economic, social, and political points of view, namely to support the implementation of public policies, it is necessary to overcome some identified gaps.

Among the ten domains currently supporting the Gender Dossier, two have been identified where official statistical information is insufficient or non-existent:

-Indicators associated with the low fertility rate in Portugal, which has been decreasing over the last three decades, reaching levels below the European Union and OECD averages.

-Indicators related to the use of time by women and men, their distribution, namely by paid and unpaid work, travel, and leisure.

The revision process of the Gender Database will refer to similar databases made available by other Statistical Institutes and international organisations, as well as international studies, reports, and recommendations.

FERTILITY SURVEY

The fertility rate has been declining in the EU and the OECD Member States, but in Portugal this demographic trend is particularly exacerbated, with a fertility rate below the average observed for all these countries, placing Portugal among the countries with the lowest fertility rates.

Thus, it is of crucial importance to analyse in detail the main reasons behind this demographic behaviour: what influences and what role women and men play when choosing to have or not to have a child and what conditions are necessary for those who wish to fulfil that purpose.

The focus is on the specific disadvantages that women face in the public and private spheres that may limit their choices: difficulties in balancing work and family life, discrimination at work, division of domestic work within the household, parental leave, mobility, urban planning, among others.

METHODOLOGY FOR DATA COLLECTION ON TIME USE

Inequalities in the distribution of time are of great importance from a public policy point of view.

The Time Use Survey is considered an important source of data for measuring time distribution, particularly from a gender equality perspective, including paid and unpaid working time, voluntary work, new forms of work, participation in daily household activities, care of children and elderly people, time spent commuting, use of transport, leisure time and culture, work-life balance, use of technology, loneliness, and isolation, as well as elements relating to the quality of life, including its subjective perception.

Given the growing need for this type of data, the fact that Statistics Portugal has not conducted such a survey since 1999, and the need to use new tools and innovative technologies in the next round of this survey, Statistics Portugal will work on this action in close cooperation with the Statistics Norway, benefiting from its experience in data collection by applying innovative tools.

The cooperation work to be carried out between the two institutions consists of analysing new technological developments, innovative tools, and/or using new data sources to support future data collection on time use.
