Whistleblowing Channel

In compliance with the General Regime for the Prevention of Corruption (RGPC), Statistics Portugal provides a whistleblowing channel for reporting any suspicion of acts of corruption or related offences committed within the scope of its activity.

The whistleblowing channel was created under the terms of Law 93/2021, which establishes the General Regime for the Protection of Whistleblowers, and Decree-Law 109-E/2021 of December 9, which creates the National Anti-Corruption Mechanism and establishes the general regime for the prevention of corruption.

In the name of rigour and transparency, Statistics Portugal encourages all employees, collaborators, suppliers and citizens in general to use this channel to report any substantiated infractions that may fall under:

  • • Any act or omission by its employees, service providers, contractors, subcontractors or suppliers, within the scope of their relationship with Statistics Portugal, that constitutes a violation under Article 2 of Law 93/2021 of December 20.

  • • Any act or omission that constitutes corruption or related offences under the terms of Article 3 of the General Regime for the Prevention of Corruption, approved by Decree-Law 109-E/2021 of December 9.

Reports submitted through this channel must be made in good faith and must be plausible and duly substantiated. Misuse of the channel may result in disciplinary, administrative or legal proceedings against the whistleblower.

The whistleblowing channel should not be used to submit complaints about products and services provided by Statistics Portugal within the scope of its activity – namely, the production and dissemination of official statistical information. For such matters, please use the “Compliments, Suggestions and Complaints” section. For other matters, you may also use the contact details available on the “Contacts” page. If the communication submitted does not constitute a whistleblowing report, the information will be archived within the whistleblowing channel, and the whistleblower will be informed accordingly.

Reports may be submitted anonymously and will always be treated confidentially.

All reports are handled with complete confidentiality, in accordance with the provisions of the General Data Protection Regulation regarding the protection of personal data.


How to file a report:

  • In person:
    A report may be submitted verbally by requesting, via e-mail to denunciasdefraudeINE@ine.pt, a face-to-face meeting, where the Statistics Portugal representative responsible for handling the report will transcribe the statement completely and accurately into minutes. The minutes will be signed by the whistleblower after confirmation and validation of their contents.
